CLC Secures Place on Prosper's Decarbonisation & Investment Works Framework
CLC [part of the Axis CLC group] has been successfully appointed to Prosper's new Decarbonisation & Investment Works Framework, following a rigorous evaluation process completed on 9 June 2025.
This means we're now a vetted contractor ready to deliver essential decarbonisation and investment works for public sector organisations across four key UK regions: North West, West Midlands, East of England and South West.
Supporting the Net Zero Agenda
Prosper's Decarbonisation & Investment Works Framework is specifically designed to help public sector bodies achieve their net zero ambitions. The framework directly supports government initiatives including the Department for Business, Energy and Industrial Strategy's Social Housing Decarbonisation Fund and aligns with Warm Homes (formerly SHDF) Wave 3 applications.
Through this framework, we can now deliver a comprehensive range of services to social housing providers, local authorities, NHS bodies, educational establishments and other public sector organisations, including:
Decarbonisation Services
- Air source and ground source heat pump installations
- Photovoltaic (PV) installation and battery storage systems
- Comprehensive insulation programmes (external and internal wall, loft, cavity wall, solid floor)
- Energy-efficient windows (U-value <1.2) and external doors
- Roofing
Investment Works
- Domestic kitchen installations
- Bathroom upgrades
- Heating system replacements and heating controls
- Mechanical ventilation and electrical systems
- Damp and mould remediation solutions
Streamlined Access for Public Sector Clients
Our appointment to this framework means public sector organisations can now engage our services through either Direct Award or Further Competition processes, significantly reducing procurement timescales while ensuring full compliance with public sector procurement regulations.
CLC, like all contractors on the framework hold PAS 2030/MCS certification, PAS 2035 compliancy and Trustmark registration, guaranteeing the highest delivery standards. The framework operates on a no direct cost basis for social landlords and includes social value initiatives, ensuring maximum benefit for both organisations and the communities they serve.
What This Means for Our Clients
Rod Brasington, Chief Executive of Prosper, explained: "This new framework will not only create greater value by combining decarbonisation works together with cyclical investment works, it also provides efficiency in the delivery of programmes and minimises disruption for residents whilst major works are being undertaken within their homes."
Rebecca Griggs, Head of Procurement at Prosper, added: "We are really excited about how this new framework is going to positively contribute towards the drive for decarbonisation of our homes across the country."
