Condition Improvement Fund 2027-28: how to be ready before the window opens
IThe Condition Improvement Fund rewards the school or trust that walks in prepared. Every year the strongest bids are the ones with a proper condition survey, a tight scope and firm costs already in hand when the portal opens, and every year a queue of good projects miss out because the paperwork was still being pulled together in December. If you look after academy, sixth-form college or voluntary-aided school buildings, the 2027-28 Condition Improvement Fund round is the one to get ahead of now, and there is a good reason it matters more than usual.

A note on timing
The Condition Improvement Fund runs to a steady annual rhythm. The round usually opens in October and closes in mid-December: the 2026-27 round opened in October 2025 and closed at noon on 16 December 2025, awarding more than £450 million. On that pattern, the 2027-28 round is expected to open around October 2026. That opening date is not yet confirmed by the Department for Education as at September 2026, so treat it as the likely window and watch for the applicant guidance, but do not wait for it to start preparing.
Why 2027-28 matters more than a normal year
Here is the part that changes the stakes. The Department for Education has said the Condition Improvement Fund will be replaced by a new capital maintenance allocation model from autumn 2028. That makes the 2027-28 round very likely the last one in its current, bid-for-it form. If your organisation relies on CIF for major condition work, this could be the final chance to win a discrete pot for a specific project before funding shifts to a different mechanism. A missed bid in a normal year means waiting twelve months. A missed bid here could mean the door closing on this route altogether.
Who can apply
The fund is for smaller responsible bodies that do not receive condition money directly. You can apply if you are:
- A standalone academy
- An academy in a multi-academy trust with fewer than five schools or fewer than 3,000 pupils
- A voluntary-aided school in a body or group of the same size
- A sixth-form college
Larger multi-academy trusts (five or more schools and at least 3,000 pupils) do not use CIF. They receive School Condition Allocations directly and plan their own programmes. If you are close to those thresholds, check your position against the latest DfE guidance before you plan, because eligibility is assessed on census and learner-record data.
What a strong bid actually needs
CIF is competitive, and it is scored on condition need, project planning and value for money. The bids that win tend to share the same foundations:
- Evidence of condition. A current, credible condition survey that shows the problem is real, urgent and getting worse if left. Photographs, reports and a clear narrative beat assertion every time.
- The right kind of project. CIF favours keeping buildings safe, warm, watertight and compliant. Think roofing, structural and window works, heating and electrical replacement, fire safety and other compliance-critical works. Safety and compliance projects tend to score well.
- A deliverable, costed scope. A defined specification with realistic, well-evidenced costs and a programme that can actually be delivered in the funding year. Vague scopes and soft costs lose marks.
- Clear value for money. A sensible cost per benefit, and evidence you have thought about the whole-life cost, not just the cheapest quote.
The readiness timeline: start now, not in October
Because a good bid needs survey evidence and a specification, the work has to begin months before the portal opens. A simple run of play:
1. Now (autumn 2026): review your estate condition data and pick the one or two projects most likely to score, the ones that are urgent, safety-related and clearly evidenced.
2. Before the window: commission or refresh a condition survey where the data is thin, and develop the scope and costs into something bid-ready.
3. When the guidance lands: confirm your eligibility and read the year's criteria carefully, because scoring weightings can shift.
4. October to December 2026 (expected): write and submit, with the evidence already assembled rather than chased.
