Norwich City Council appoints CLC in major 10-year Capital Works Contract

CLC is delighted to announce that Norwich City Council have appointed us, with Mulalley, as their two new Capital Works contractors, delivering housing improvements and community benefits over the next ten years.

In partnership with Norwich City Council, both CLC and Mulalley will deliver essential maintenance and housing upgrades over the next ten years as part of the council’s Housing Revenue Account (HRA) business plan.

Scope of works includes work on kitchens, bathrooms, windows, doors, roofing, and communal redecorations.

A key priority is leading Norwich towards becoming a Net Zero city by 2045: therefore works will also include heating and electrical systems upgrades as well as carbon reduction measures such as the installation of air source heat pumps and solar panels.

Richard Fleet, CLC’s Divisional Manager who will lead on the new Capital Works contract with Norwich City Council said:
“Having supported Norwich City Council for 10 years from our Brandon branch, we are pleased to have been trusted to support this programme – one of the largest contract wins in CLC’s history – over the next decade.
“CLC’s Decarbonisation Centre of Excellence will support Norwich City Council in their Net Zero ambitions, offering expertise, advice and guidance; a robust supply chain, the very latest in decarbonisation technology and solutions as well as our extensive experience pooled from multiple decarbonisation projects. In addition to our Net Zero support, as a provider of property maintenance and refurbishment services for over 50 years, CLC looks forward to working with Norwich City Council residents in their homes and delivering our excellent resident-centred service.”

Beyond housing improvements, both CLC and Mulalley will create local jobs, training, and apprenticeship opportunities, working closely with local community groups to maximise social, economic, and environmental benefits.

These contracts will leverage investment to deliver wider benefits – helping to shape communities, improve health and wellbeing, and support local economic growth.”

Norwich City Council sees the appointment of two contractors to their Capital Works contract as a key step in delivering the council’s community-led plan, ‘We are Norwich’: this meets the Fairer Norwich priority to provide good-quality homes for our residents and supports their Prosperous Norwich priority by growing local businesses through long term investment in our local economy.
